These propose a devolved finance system to empower local authorities so that they can better meet the needs of their citizens, and in particular support the delivery of five key national policy objectives: grow the economy, increase the housing supply, integrate health and social care, promote work while protecting the vulnerable, and support families and children through early intervention.
